Sometimes you see a headline pop up across a handful of sites and think to yourself, "hold on, is this even news?" — and this is exactly what's happened with the latest Cyberpunk 2077 story that's currently doing the rounds.
As initially reported on GamesRadar, CD Projekt Red has confirmed that the game's upcoming expansion, Cyberpunk 2077: Phantom Liberty, will not be free. You will, in fact, have to pay for it. What a concept!
Snark aside, we can't really understand how this is making headlines. Cyberpunk 2077's eventual expansions were always going to be paid. This is something that CDPR brought up well before the actual release of Cyberpunk 2077 in 2020, stating that the open world RPG would follow the same path as The Witcher 3 in terms of post-launch support — with free DLCs and paid expansions planned.
But maybe you thought Cyberpunk was getting more free content to make up for its decidedly dodgy launch — or something along those lines. Even from our perspective, it's been difficult to keep up with CDPR's plans for 2077 at times, so some confusion is understandable.
Still, we've known that Phantom Liberty would be a paid expansion for a long time. We're just reporting on it here because, well, everyone else is, for some strange reason.

Just entitlement at its finest , people having high expectations because it delivered less than promised by speculation and rumors
Everyone may be reporting on it, but this article gets it spot on with the tone!
What next? Witcher 4 won't be automatically installed to our consoles?!
I think they've already lost enough money as it is, and people expect them to lose more by giving the dlc for free 🙃
We can't believe this is making headlines... so lets make it a headline...
Not sure why anyone would think it would be free 🤷♂️🤔
Day 1 for me. Was hoping for more Pan or Takemura but I'll take any new story content.
@UltimateOtaku91 are you kidding?!
CDPR made millions and millions of dollars off the fraud they pulled.
While I didnt even remotely expect CDPR to give the free dlc they promised considering what they pulled with this unfinished pile. I find it funny that all of these sites claiming to be news sites have all collectively fallen under some level of amnesia. Forgetting that they themselves reported that CDPR promised free dlc and expansions surpassing what the Witcher 3 released post launch.
Spoiler alert, they lied about that too lmfao. Unless this phantom liberty is dropping with like 10 more dlc items and near 30 hrs of additional content...
The reason why this is a headline is because some out there not trying to erase history think that considering what CDPR did, they should absolutely be giving this ***** out for free considering the lies they sold. Breaking their all time sales revenue record with the scam in the process.
Just because some anime came out and drummed up popularity for us still unfinished game and increased player count you can already tell cdpr have not learned their lesson and dollar signs glow in their eyes and that's why they announced sequels for this garbage and then like 18 other Witcher titles years and years before they will ever be completed all to drum up more investor interest.
Cdpr has a lot of Goodwill to still earn back for all those people that believed the lies they sold for years up until the last days before launch and then hiding the lies even during launch by limiting review code.
I mean come on they still owe a lot bit of Goodwill Conjuring action.....
Only got around to it when the free PS5 upgrade released. Absolutely loved it and I can’t wait to play more.
Free is always a good price. I don't blame people for hoping for free - but they shouldn't expect it.
Except @KundaliniRising333 makes a good point - they promised a lot to make this right, and they've backed off many of those promises. We got an outfit, right? Whoohooo!!!!! That SO makes up for it all!
I don't think they're going to live down the Cyberpunk launch this quickly. If the Witcher 3 current-gen upgrade is half as buggy as the Cyberpunk launch was, they're going to hear it, too. They threw away the good will they had, and people are skeptical and untrusting of the company now, until they show they can really do better.
I got the best of all worlds - I picked it up on disk for $5 before the PS5 version came out, and I'll start playing it for real some time after Ragnarock. Since it keeps getting improvements, I'll play the game they should have released - about the time they should have released it, apparently.
If only they had the balls early on way before release to come out and say its next gen only and will be delaying into 2022. Nah greed won over in the end, wanting to release it on more consoles knowing full well it struggles to run properly. Wouldn't be surprised if the last gen versions is still a 💩. Still need to find the time to see its PS5 version, looks like it runs much better these days?. The free next gen remastered Witcher 3 upgrade is a great deal at least
So „new weapons with update 1.6“ is a „free DLC“ in the understanding of CDPR? Or are there no free DLCs at all?
Defo getting my eddies.
Nah, given the state of the console launch, I’m not paying a single cent for any Cyberpunk dlc. I still can’t forget playing the game on PS4 and the 50 crashes. It should be free as a gesture of goodwill
@Max_the_German that was 100% all it was ever going to be, strip a few weapons and armour, maybe a haircut out the main game , deliver it over a number of weeks as free dlc and see the goodwill roll. However they balls the launch up so much they couldn’t really do that.
I usually don't defend game companies (all of them, and I repeat ALL are after your money, I mean this is business, not charity), but for the people that forgot are are the free DLC for Witcher 3:
Temerian Armor Set
Beard and Hairstyle Set
New Quest - 'Contract: Missing Miners'
Alternative Look for Yennefer
Nilfgaardian Armor Set
Elite Crossbow Set
New Quest - 'Fool's Gold'
Ballad Heroes' Neutral Gwent Card Set
New Quest - 'Scavenger Hunt: Wolf School Gear'
Alternative Look for Triss
New Quest - 'Contract: Skellige's Most Wanted'
Skellige Armor Set
Alternative Look for Ciri
New Quest - 'Where the Cat and Wolf Play...'
New Finisher Animations
NEW GAME +.
so, hardly anything to write home about. Both the expansions (which is what Phantom Liberty is) cost 20€ (40 if you bought the physical editions with the gwent decks), so I hardly see a difference between the 2 games.
That's actually a surprise to me. Weren't they making future expansions free following on from their horrific launch, or did they change that? Or did I misunderstand or dreamt an announcement?
@crimsontadpoles they never said that, they were always going to provide free updates, bad launch or no. With tw3 CDPR set a precedent for paid DLC expansions in addition to smaller, free updates and they made it clear they'd continue that with cyberpunk
Anyone who bought the game at launch (and for a while afterward) was eligible for a refund, so why should any compensation be expected?
News story not being a news story gets reported as a news story.
"But maybe you thought Cyberpunk was getting more free content to make up for its decidedly dodgy launch — or something along those lines."
This is a well written piece as always, but the question is answered right here. The launch of this game was so catastrophic that there was speculation that CD might just give away content as a peace offering. I think that would have been a nice gesture on their part, and I also think it is fine to charge money for the added content the developers worked hard on.
But to me, the story here is not outsized gamer expectations. It continues to be that the launch of Cyberpunk was so bad that the idea of free content to placate the fan base is not a completely outlandish idea. CD completely brought this kind of talk on themselves for allowing the game to get into the wild that way.
I have no real dog in this fight-I thought Cyberpunk was a very mediocre game, but it ran tolerably on my PS5. And Witcher 3 was my favorite game of the last generation, so I am a fan of the studio. But the only reason that this continues to be a story is not because of gamers. It is because CD messed up to a degree rarely seen.
I am currently 30 hours into cyberpunk and would definitely pay for a dlc. This is an amazing game. I really enjoyed the Witcher 3 dlc.
@Gunnerzaurus This is a good comment, but I respectfully disagree with your point. The reason CDPR might consider making the DLC free is to get to what you are asking for in the second paragraph-showing an unhappy fan base that might be ready to "boycott anything CDPR puts out" that they have indeed changed their ways for the better.
The question CDPR needs to ask is, is it better to take the short term hit on funds recovered and earn some good will by making this free? Or do we think our base is solid and we can just get the money?
I honestly don't know the answer to that (and CD has clearly answered it for themselves by charging for the DLC). . But I don't think the question is absurd given the anger people were feeling around this launch. Free DLC would be one way to try to get around the possible boycott you yourself suggested, and draw players back into the fold. Whether that is worth more than the money they would make selling DLC is an open question, but it is obvious why some people thought it would be a good business move for CDPR to make DLC free.
@KundaliniRising333 I didn’t read all of that , but they said there would be both free and paid dlc. You can’t really think that this would be free right ?
Just wanted to say : I finished the game just yesterday and it's f*** brillant! I loved it from start to finish. The city is an incredible achievement, the characters have fantastic story arcs (especially the connection between V and Johnny, I mean, the decisions at the end of the game were some of the hardest I've had to make in all my gaming years) and the gameplay quite engaging.
I understand the frustration of the people who bought it at launch, but frankly, and I don't want to do some victim blaming here, but why would anyone buy a game at launch anymore?
"Phantom Liberty" needs to be a Metal Gear Solid crossover. Maybe a Big Boss clone is still alive in 2077? 😂
I'm really looking forward to this. Mind you, I'll be waiting for reviews to see what state it releases in 😂
@xDD90x
Exactly this. People need to stop this crap already.
Shame it was rushed, but such an excellent game. And that's coming as huge sceptic since I generally don't like first-person games. Looking forward to this expansion.
CDPR developers have been busting their hump with updates and fixes in order to get this game to a place where it can be played properly. Now that it is a much more stable game than at launch, they are now back on their plan for monetization.
Keep in mind that we were offered refunds, the game was taken off the PS store for 6 months, they were sued in court and lost, and the company destroyed so much goodwill from The Witcher 3 that it is affecting the conversation around that game's nextgen update (that's free by the way).
Also, remember the death threats from the toxic fan base surrounding the many delays in this game, this is probably part of what forced management's hand into releasing too early.
I just want to know when the angry holdouts are going to allow this company to get back to business as usual.
Holding a grudge this long can give you ulcers.
It's going to be slow news days until December 8.
@grapetrap Nah. Management decided to release anyway to please their investors.
It's goint to be a long uphill road until they can get any good will back from gamers.
This game could have been the successor to Deus Ex but even the 2000 original is more reactive. Damn, I miss the Denton bros.
They lied to gamers and investors and released an unfinished product and even went out of their way to ensure no one could get the word out till it was too late. even now the game has only recently been brought up to a standard similar to what was originally promised. The least they can do is give this for free as originally planned since there will be no further dlc's. This can be part of the intended free ones
@arsmolinarc
That's my question, how long is this uphill road? Or are you somebody who still hasn't forgiven Hello Games for the No Man's Sky brouhaha?
@z0d15g0d
I think that any DLC that was part of the original game world should absolutely be given for free. New side quests, items, etc. If they are all part of V's original story that came out at release...FREE.
But this is a new area, new characters, and a whole new story. Even the most jaded and entitled of gamers out there should understand that this is not a small update. They have been working on the original game to get ready for this DLC and start making money again.
I say again. I cannot believe the grudges people hold over these game companies.
@KundaliniRising333 well written and i fully agree
yet we both know loads will pay for it. giving companies the green light to carry on like this
Removed - unconstructive
Barbaric beyond belief
Is this a joke? CDPR release free minor DLC with their games and then offer paid actual expansions. Exactly like what they did with Witcher 3. Unlike some other game companies that charge for basic DLC like cosmetics etc. I shook my head in disbelief when I read this article.
@TheTony316
Love that saying "Snowflake entitlement", I'm going to start using that in real life. Had a lady want to push through the line at the coffee shop the other day, simply because she had a meeting to attend to.
@KundaliniRising333 I'm not going to defend CDPR or anything, if for no other reason than I don't feel like getting into an argument, but Cyberpunk 2077 is not an unfinished game. Are there still glitches here and there? Possibly, but the version of the game I played shortly after the PS5 version dropped is a great game and stands as one of my best gaming experiences of the year. So, using that as part of your criticism is not valid.
"Hold on, is this even news?" describes pushsquare pretty well I must say. Well written!
Anyways, if it's anywhere near as well written as the brilliant Witcher dlcs I'm ready to drop those eddies.
‘Difficult to keep up with [their] plans for 2077.’
Is that when they’re releasing the ps5 version of Witcher 3? I missed the announcement …
I’d rather they take this approach and move forward vs doing a No Man’s Sky, spending the next 35 years providing the best free content in gaming for absolutely free, clearly out of a sense of guilt that should have been assuaged fifteen free updates ago. They can make it up to us with the superior-in-every-way sequel.
It should be free DLC after everything we've been thru smh.
"Sometimes you see a headline pop up across a handful of sites and think to yourself, "hold on, is this even news?"
I agree with the contents of the article but this seems a bit like the pot calling the kettle black from this site.
Just last month you thought someone leaving Twitter was newsworthy.
I did enjoy my time with cyberpunk 2077 but I mustn't see what others see because the game isn't anywhere close to next gen. It runs OK but graphics and AI on ps5 is worse than most ps4 games, and the actual game and things you can do within the world, is average at best.
RDR2 looks and animates superior to cyberpunk, even GTA5 still has better AI, Graphics, shooting, physics, police, driving, the list is endless.
Honestly I don't quite understand how people have cd projket red as this amazing studio can do know wrong developer, before cyberpunk
They don't even have an actual track record, they have literally only made 3 games, of substance, and all 3 were buggy at the beginning and only the third game truly hit the masses and all 3 games are from the same universe and same genre.
So to think that this team could just up and make a entirely different genre flawlessly and epic, on just their reputation of 1 good rpg before hand, is beyond me.
"But maybe you thought Cyberpunk was getting more free content to make up for its decidedly dodgy launch"
Well this was a lot worse then a dodgy launch. I never heard of developer a game that had to appear in court, got their games pulled from the store and had a game crash the console with even corrupt saves on PC. Plus faked reviews where they had to use footage of CDPR themselves.
@grapetrap
I have to praise them for fixing their broken mess of game its what they are payed for.
@grapetrap They scrapped all those and decided to go forward with this so they could squeeze more money out of gamers. I'm surprised you can't see how bad their behavior is and what kind of precedent it's setting for studios. I'm sorry if not all of us enjoy being over a barrel but I'll definitely but voting with my wallet this time and opting out.
@z0d15g0d
What exactly did they scrap? They repaired their game to a point closer to what it would have been at launch, the game is stable, the glitches are minimal, the combat has been balanced and the story and world-building were never really the problem.
You have every right to stay mad and never buy anything from them ever again. This has never been in dispute. But here again, people were offered a full refund. If you took the refund then you have been compensated already and need to move on. If you didn't take the refund then you chose to be part of the fiasco and are here of your own free will.
So my question remains. Besides giving away PLANNED PAID DLC, what would change your position on CDPR?
@Flaming_Kaiser
Firstly I find it ironic you are using a tone-deaf corporate caricature to express your anti corp message. If you have actually seen the show this meme comes from then you know that behind every management decision there are actual people that need to carry out those actions no matter how short-sighted these decisions may be. <insert quirky Moss quote here>
So YES I do praise the ACTUAL WORKERS at CDPR for busting their humps to get this game to even this state. The ACTUAL WORKERS didn't ask for the harassment or the death threats they got.
So my question remains. Besides giving away PLANNED PAID DLC, what would change your position on CDPR?
@grapetrap Do blame the workers in any way for this mess no i blame the company and the "leaders" that make this happen every time.
I never even mentioned the developers for anything about this mess. But i won't let company get away with this broken release and put my hands together for them.
Even with these massive amounts of money the developers still get screwed over thats a issue you can do something about by not sponsoring these terrible things and showering them with praise.
If i want to thank the developers ill do it in a another way. This mess needs to stop release and fixing when we feel like it. Don't make promises you cant keep and work these developers to the bone.
@KundaliniRising333 They did give free DLC like TW3.
@RobN They never promised a free expansion. Since launch they've given DLC/Updates that are more extensive than even TW3. 2.0 alone is more than what we got added to TW3.
Don't pre-order their games nor forget this disastrous launch...but you and Kun are being ridiculous.
@twitchtvpat Bad launch, so they want a BeeJay to make it right.
